There are thousands of at-risk children, adults, and
families in every community who do not fit into a
predetermined set of services. They are often left to
flounder through a series of disappointing encounters
with providers at all levels of the service arena. The
problems they present are sometimes overwhelming, even
for the most experienced professionals and providers,
and, as a result, consumers and families are often
shuttled from one facility to another where they have
